At present, our country is going through a difficult period of struggle against the epidemic of coronovirus infection. Although the 1.5-month state of emergency has ended, many quarantine restrictions continue to apply.
The consequences of the pandemic have led to new challenges and threats, especially in the economy, the labor market and the social sphere.
In these conditions, the main tasks of the Branch Trade Union of state, banking institutions and public services are issues of the effectiveness of social partnership, ensuring the social and labor rights of workers and the creation of favorable conditions for work and health. All affiliated organizations of the Trade Union during the state of emergency and the ongoing quarantine showed their solidarity by joining forces to minimize social tension in the collectives, taking care of each member of the trade union.
The period of the epidemic showed that even during complete self-isolation, suspension of industry and serious restrictive measures in the country and the world, the activities of international, state and local governments, as well as businesses, were organized in a remote, online mode. World practice has shown the possibility of holding major international and republican events and forums, even at the level of the Heads of State, remotely online.
We also have positive experience in conducting online meetings and a reporting and election conference by polling in the Zhambyl regional branch in compliance with all the requirements of the Charter. The interrogation method also held a meeting of the FPRK General Council, at which its Chairman was elected.
The next XI Congress of the Trade Union was first held in this format. In connection with the pandemic, the introduction of a state of emergency in the country and quarantine, the Congress delegates UNANIMOUSLY supported the initiative of affiliates and the decision of the Central Committee on holding the Congress on May 27, 2020 by remote polling.
The Congress was preceded by a reporting and election campaign in the regions, held in a business setting, with high activity of trade union members, during which the results of the work of trade unions for the reporting period were considered. The work of all regional, city branches, trade union and district organizations, local, territorial and regional trade unions was recognized as satisfactory.
On the eve of the Congress, all materials of the Congress, reports of the Chairman of the trade union and the chairman of the Control and Auditing Commission, speeches of registered delegates from the regions, draft normative documents were adopted by email, the governing and working bodies of the Congress, a video and reference material about the union were sent to the address of the delegates. The delegates voted on the questionnaires indicating the delegate data, the issue under consideration and his personal signature. All incoming materials and additions to the discussed issues on the agenda were considered by the appropriate commissions of the Congress and introduced into the projects. After signing, the questionnaires were scanned and then sent to the counting commission for vote counting. Minutes of meetings of working bodies were signed by each member and presented to the chairmen of the commissions.
The Congress was attended by delegates from many affiliates of the Trade Union. 70 delegates were elected, 68 of them participated, absent due to dismissal of their own free will – 2. Delegates were elected in strict accordance with the rules of representation, the requirements of the Charter of the Trade Union and had the necessary authority to work at the Congress.
The delegates of the XI Congress were represented by three nationalities: 62 Kazakhs, 7 Russians, 1 Ukrainian. The composition of the Congress delegates is represented by: women – 33 (47%), men – 37 (53%). By age: younger than 35 years old – 4 delegates (5.7%), 35 – 52 years old (74%), over 60 years old – 14 (20%). Of the total number of delegates of non-regular union activists – 39 (59%).
Members of the trade union at various levels of state institutions are delegated to the Congress – these are representatives of central government bodies: the Presidential Administration of the Republic of Kazakhstan, the ministries of finance, national economy, industry and infrastructure development, culture and sports, digital development, the defense and aerospace industries, labor and social protection of the population, justice; regional government bodies, state institutions and public service institutions.
The delegates considered 11 issues on the agenda that related to the five-year report of the Sectoral Trade Union, including the financial one, for 2015-2020. Despite the decrease in number in 2015, for the first time in 2018-2019 primary trade union organizations were created in many ministries, the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption, in the Akimats of the Mangystau, East Kazakhstan, Karaganda Regions and Almaty and its 8 rayakimatah. The Local Trade Union of Public Service Workers in the Public Corporation “Government for Citizens” was adopted as part of the Industry Trade Union.

In the regions, with the support of trade union activists, they updated the leadership of the regional branches of Zhambyl, Atyrau, and West Kazakhstan, elected the heads of the newly created regional branches of Mangistau, Karaganda and East Kazakhstan, and the cities of Almaty and Shymkent. Their leadership was elected young, but with experience of leadership and authoritative among civil servants, socially active colleagues. In general, over 2 years the number of trade union ranks was increased by 17 thousand new members and by 117 new primary trade unions.
Thanks to the efforts of the Sectoral Trade Union and the support of FPRK and the Government, they achieved positive results in matters of social protection of state and civil servants.
Changes and additions were made to the Charter of the Industry Trade Union, aimed at increasing the role and support of primary trade union organizations, optimizing individual structures in regional associations, bringing obsolete provisions and names of the party-Soviet period in accordance with modern trends. Certain provisions of the Charter are given in accordance with applicable law. For brevity, the word “Kyzmet” was added to the name of the union. Over the next 5 years, an action plan and a union development plan have been outlined.
         By unanimous decision, the delegates were elected: Chairperson of the Trade Union – Zhabypov Mirbolat Khabily; the Chairman of the Control and Revision Commission – OM Kapparova, delegate from the Akmola branch; members of the Central Council and the Audit Commission; delegates to the XXVI congress of FPRK; at the same time, Dauletalin Satybaldy Telagysovich was nominated for the elected position of the Chairman of the Federation of Trade Unions of the Republic of Kazakhstan.
The agenda items of the next XI Congress were considered constructively, all the decisions of the Congress by delegates were supported UNANIMOUSLY. They will contribute to the successful implementation of the main tasks: this is to ensure the legitimate rights and interests of trade union members, to strengthen the role and increase the size of the Trade Union, strengthen unity and the interests of trade union organizations.
In conclusion, the delegates of the 11th congress of the Kyzmet Industrial Union of State, Banking and Public Service Employees, supporting the country’s leadership on social modernization, increasing the authority of the civil service, its effectiveness, regulating the status of civil servants and social workers, and dramatically improving their financial situation , appealed to employees, trade unions, social partners to actively participate in the new stage of modernization of the country in the name of the prosperity of our common home – the Republic of Kazakhstan.
