At the end of the 1980s, the process of depoliticization and departisation of state bodies and institutions, the army and law enforcement agencies began. And in the trade unions began the processes of separation and their weakening.

And when our country gained sovereignty, and then independence, in the early 1990s, a primary trade union organization was created in the new Office of the President with the support of Nursultan Nazarbayev. And this is at a time when both party and trade union committees were dissolved in all central state bodies.

Since then, the Head of State has paternally cared about the normal activities of the trade union committee. He prompted him to implement his instructions on internal matters through the trade union line, thereby maintaining the authority of a public organization. The leadership of the primary trade union organization of the Presidential Administration, feeling such support, tried not to let down its President and even more actively conducted its work in a team.

Considering the unique role of the First President of the Republic of Kazakhstan in the fate of the country’s trade unions, the Presidium of the Central Committee of the Branch Trade Union of State Employees, having established its highest trade union award, decided:

“For the tremendous contribution to the development of the trade union movement, assistance in creating and maintaining the primary trade union organization of the Presidential Administration of the Republic of Kazakhstan, strengthening the sectoral trade union of public servants and awarding the public union “The Trade union of government servants, bank institutions and community services” «Кәсіподақ қайраткері» №001 NAZARBAYEV Nursultan Abishevich – First President of the Republic of Kazakhstan – Elbasy “.

The trade union award was handed over to the Head of the Office of the First President – Elbasy Mahmud Kasymbekov.
